El programa “Desarrollo de Tecnologías de Energía Solar Fotovoltaica para Climas Desérticos y Alta Radiación” tiene como objetivo adaptar y/o desarrollar tecnologías de energía solar fotovoltaica que respondan de una mejor manera a las condiciones particulares de zonas desérticas y alta radiación, en cuanto a durabilidad y rendimientos esperados que reduzcan el costo nivelado de la energía a una meta de 25 USD/MWh al año 2025, poniendo un especial énfasis en el desarrollo y fortalecimiento de proveedores locales para crear un tejido industrial sofisticado orientado a la provisión de bienes y servicios en Chile y el extranjero.
El desarrollo tecnológico del programa se debe acotar a tecnologías fotovoltaicas y, en particular, a aquellas especialmente adaptadas a condiciones desérticas y alta radiación. Asimismo, se deben considerar aquellos desarrollos tecnológicos que puedan ser adaptados al mediano plazo (3 a 5 años) y concebir nuevos aportes y tecnologías que puedan comercializarse en un plazo máximo de 10 años.

Una idea ampliamente difundida es que si invertimos más en ciencia llegaremos antes al desarrollo. En esta columna se dan argumentos que la cuestionan. La ciencia, por la forma en que se ha organizado en Chile, beneficia intereses particulares a través del “empaquetamiento” de los avances científicos en productos por los que hay que pagar caro. ¿Qué hacer para que la ciencia se conecte con el interés público y tenga sentido aumentar la inversión en ella? Este interesante texto invita al lector a preguntarse cómo concebir la ciencia en un país que invierte mucho en formar capital humano avanzado y en el que los científicos están a merced de un mercado peculiar.
